Register with the IRS
Registering is a one-time process, meaning once it is done, you will not need to repeat the process in future years unless the person that does the filing changes.
You must have an e-services account (created when you login with ID.me) with the IRS, a current TCC number and be included personally on the application in order to e-file 1099 forms.
You will need to submit an Information Returns Application for FIRE Transmitter Control Code (TCC) to obtain a TCC. Once you have your TCC, you'll use your TCC to create a FIRE Account on the FIRE Website. Apply for IRS FIRE Transmitter Control Code (TCC)
When registering for your TCC, make sure to register as a Transmitter if you will submit 1099s for multiple schools.
- Go to Access IR Application for TCC and either login with an ID.me account or create an ID.me account.
- If you don't have a ID.me account, select the Create an account button.
- If you already have an ID.me account, sign in with your ID.me account.
- After creating an account or signing in, the system will take you to the Select Your Organization page. On this page you will asked if you want to proceed as an individual or you want to represent an organization. If this is the first time you access the FIRE TCC account then you will need to select Individual so you can start a new application. If you or someone else in your organization already started a FIRE TCC application then you will see the application listed and you can select it to edit or view.
- First Time? Press Individual and proceed to the Next Step. If you see your Application listed in the Organizations section, and it is not complete, select it and continue filing out the form as noted in Step #8.
- If this is your first time accessing the IR Application, you will be prompted to create a 5-digit PIN number. This can be any 5 digit number, but you must remember it and store it somewhere secure. This PIN will act as your signature. Enter the PIN number twice and press Submit to Continue.
- Press the New Application button then select IR Application for TCC (Filing Information Returns Electronically (FIRE)).
- Fill out the form and enter your school's information. After entering the required information press Continue.
- Select the types of form(s) you will be submitting. Note that 1099s are included in the first checkbox selection.
- Press ADD to select whether you are a Transmitter or an Issuer. (Transmitter for submitting for multiple organizations or Issuer for a single organization.)
- Press Continue.

Press ADD to add Responsible Officials. (At the bottom of the Add Responsible Official screen, you can check the Add this person as a Contact option to quick add the person as both RO and Contact.)
You are required to enter 2 Responsible Officials and 2 Contacts. (A single person can be both an RO and a Contact.)
- The next step will allow you to optionally add comments to your application. Press Add to add a comment or press Continue.
- Review the Application Summary and press Continue if it is correct.
- Check I accept the terms of agreement, input your PIN, and press Submit.
If you do not know your PIN, select Modify PIN on the IR application to get a new PIN. - After the application is signed, you can review your application status by logging in to your account.
Your TCC application will not be processed until the second responsible official logs in to the application, creates a PIN, and signs the application with their PIN number. If they do not have an ID.me account they will need to create one. They can follow the steps above to create an ID.me account and access the IR Application.
Wait for the IRS to accept your application and issue you the five-character FIRE TCC. You do not have to wait for the IRS to mail the TCC, you will see your code when you log into your application once it gets issued.
Instructions for second Responsible Official
- Sign in with ID.me
- Select Individual.
- Select All Applications.
- Look for the school's FIRE-TCC Application.
- Click View/Edit on the FIRE-TCC Application. *There will be an eye icon to click.
Note: Once in the application, do not use the browser’s back or forward buttons. Only use the back or forward buttons at the bottom of the application. - Click Continue until you get to the end of the application.
- Sign with the form with the PIN number.
If you weren't prompted to create a PIN number or can't remember, press Modify PIN a the top of the screen to create a new PIN. Then return to the application and navigate to then end. - Click the Terms & Conditions box.
- Click Submit
- Note the tracking number and application status.
Register with the State of Idaho (TAP)
Most schools and business managers will already have an Idaho TAP account. If you don't, follow the instructions here:
- On the TAP home page, look below the Log In button. Press Sign up under New to e-Services?
- Select one of the following options:
- Take a quiz for same-day access. (You must have your most recent tax return information readily available. Please take adjustments into account. Note: the required field will reject a $0 value amount.)
- Receive a letter with your registration code. (Have your code delivered via mail and use the code to complete your registration.)
- Answer whether you’re a ”3rd Party Tax Preparer.” Select Yes or No. (Filing as a 3rd Party Tax Preparer means you provide tax services to another individual or business.)
- Enter your Social Security number (SSN), Individual Taxpayer Identification Number (ITIN), or Federal Employer Identification Number (FEIN). Complete the other required fields:
- In the Name field, use the legal name associated with the SSN, ITIN, or FEIN you entered.
- Enter your ZIP code. It must match what we have on file for your location ZIP code.

Take the Registration Quiz.
- For Business filers: Select the Account Type you’d like to validate. (Business Income Tax)
After choosing the Account Type, select the type of form that you’ve filed and input the filing period.
The Registration Quiz will ask you to reference a specific line on the selected document. Input the figure located on the referenced line.
- Create your TAP logon.
- Enter your email address.
- Create a username.
- Create a password and confirm it.
- Choose a recovery question and create an answer.
- Enter your name.
- Provide your phone number (and alternate phone number if necessary).
- Press Next.
- Verify that the information on the registration summary is correct. Press Submit.
- You’ll see a confirmation screen. You should receive a confirmation email with your username.
